ISSUE:The effectiveness of a country's leaders is best measured by examining the well-being of that country's citizens.
要寫好這道作文題,必須要結(jié)合豐富的歷史和政治嘗試,從多個(gè)角度,包括國(guó)家的GDP,經(jīng)濟(jì)實(shí)力,軍事實(shí)力,基礎(chǔ)設(shè)施建設(shè)和文化多個(gè)角度入手進(jìn)行論述。也可以結(jié)合愛因斯坦的名言: “Many of the things you can count, don’t count. Many of the things you can’t count, really count.” 入手,來談可能許多領(lǐng)導(dǎo)人都已GDP等顯性的指標(biāo)來作為自己的政績(jī),但是并沒有看到普通人的生活水平提高,如果不把人作為領(lǐng)導(dǎo)人執(zhí)政能力的最重要指標(biāo),那么可能會(huì)導(dǎo)致一些國(guó)家盲目擴(kuò)充自己的軍事,政治實(shí)力,在國(guó)際舞臺(tái)上的聲望等,而不去真正關(guān)心人民的幸福指數(shù)。例如美蘇軍備競(jìng)賽時(shí)期的蘇聯(lián),雖然是超級(jí)大國(guó),但是普通人的生活質(zhì)量很低,政府將所有的資源集中起來去研究核武器,導(dǎo)彈和衛(wèi)星等,軍事實(shí)力很強(qiáng),國(guó)際地位很高,這樣的領(lǐng)導(dǎo)人可以被稱為鐵腕人物,但是否可以被稱作好的領(lǐng)袖?此外,我們也可以總論民主政府的精神,領(lǐng)導(dǎo)和人民之間的信任基于一種深刻的契約精神,人民把領(lǐng)導(dǎo)人選舉出來就是為了實(shí)現(xiàn)國(guó)家的富強(qiáng),其最終目的也是為了讓每一個(gè)普通人都能過上幸福的生活,從這以終極意義上來看,人民的幸福指數(shù)無論如何都應(yīng)該是最重要的指標(biāo)之一。

ARGUMENT:The vice president of human resources at Gimpson Industries sent the following recommendation to the company's president. "In an effort to improve our employees' productivity, we should implement electronic monitoring of employees' Internet use from their workstations. Employees who use the Internet from their workstations need to be identified and punished if we are to reduce the number of work hours spent on personal or recreational activities, such as shopping or playing games. By installing software to detect employees' Internet use on company computers, we can prevent employees from wasting time, boost the productivity at Gimpson, and improve our overall profits."
今天這道argument不算難,重點(diǎn)可以從這么幾個(gè)方面論述,第一調(diào)查本身是否具有代表性,比如說對(duì)于一個(gè)娛樂編輯來說,花很多時(shí)間看娛樂新聞是情理當(dāng)中的事情,而對(duì)于游戲的產(chǎn)品經(jīng)理或者設(shè)計(jì)人員,測(cè)試人員來說,打游戲就是他們的工作本身。也許這些例子或許有些極端,但是不妨礙我們?nèi)ダ斫鈱⒔Y(jié)論建立在這樣一個(gè)缺乏典型性的全國(guó)調(diào)查上是否有意義。
第二,我們也可以探討這種方法的有效性,如果員工真的想玩游戲或者上網(wǎng),光靠監(jiān)控他們?cè)陔娔X上所花費(fèi)的時(shí)間未必有用,因?yàn)楝F(xiàn)在智能手機(jī),IPad等都非常普及,要去上網(wǎng)或者玩游戲,員工大可在自己的私人手機(jī)上進(jìn)行,而不用去使用電腦,并且公司也絕對(duì)沒有權(quán)利去在他們的私人電子設(shè)備上裝監(jiān)控軟件。
第三,如果要提高員工的工作效率,這種監(jiān)控的方法可能會(huì)適得其反。因?yàn)楫?dāng)員工覺得老板不信任自己,或者侵犯自己的隱私的時(shí)候,很可能就不會(huì)出于熱愛本身去工作,而是把它當(dāng)成一項(xiàng)任務(wù)來按部就班地完成,當(dāng)員工失去動(dòng)力,或者適當(dāng)?shù)男蓍e不被允許的時(shí)候,他們的工作效率可能只會(huì)更低。
因此,如果不能提供可靠的,切合行業(yè)背景的數(shù)據(jù),以及公司對(duì)員工的其他上網(wǎng)途徑是否有監(jiān)控的信息,以及這種方法本身可行性的探討,這名VP提出的建議可能會(huì)對(duì)提高工作效率而言是適得其反的。
