U.S. Homeland Security Secretary Jeh Johnson said in a statement that officials wereinvestigating the attack.
French lawmakers approve spy bill
France's lower house of Parliament has approved a measure would permit spying on terrorismsuspects.
If passed, intelligence services could place cameras and recording devices in suspects' homesand cars without approval from a judge.
The measure would also force communication companies to permit intelligence services touse electronic "lock boxes" to record data from all Internet users in France.
Civil liberties activists have criticized the bill.
Both Socialist majority and conservative opposition lawmakers supported the measure. TheFrench Senate will now begin debate on the bill.
Obama chooses Joe Dunford for Joint Chiefs of Staff chair
President Barack Obama has nominated Marine General Joseph Dunford, Jr. as the nextchairman of the Joint Chiefs of Staff.
General Dunford led the Afghanistan war coalition in 2013 and 2014. He also supervised thechange of security leadership from NATO to Afghan forces.

Police used a robot to examine the suspects' car for explosives. They did not find any.
Later, investigators identified one of the dead men as 31-year-old Elton Simpson. He was bornin the United States. As a young man, he accepted Islam. Police say he shared an apartmentwith Nadir Soofi, the other gunman, in Phoenix, Arizona.
Court documents say that Elton Simpson had been under investigation since 2006. They say hewas tried and jailed in 2010 for lying to agents of the Federal Bureau of Investigation. He wassuspected of wanting to join Islamic extremists in Somalia.
Federal agents and police searched the men's apartment home in Phoenix. Before carrying outthe attack, Simpson is said to have provided details of his plans on the social media site.
The shooting has extended the debate about freedom of speech. Organizers of the contestdescribed it as a free speech event.
Debate about freedom of speech
Pamela Geller was the lead organizer of the event in Garland. She compared the attack to themurder of 12 people earlier this year at Paris offices of the French weekly Charlie Hebdo.
Her group has created public debate over its opinions of Muslims in America. Her supporterssay she speaks the truth about a topic people are too fearful to discuss. Her critics, however,call her a bigot. Oren Segal is with the Anti-Defamation League. The group describes itself onits website as dedicated to stopping the defamation of the Jewish people and to securejustice and fair treatment to all.
Mr. Segal said Ms. Geller "is one of the leading American anti-Muslim bigots, consistentlyvilifying Muslims and the Islamic faith under the guise of course of fighting radical Islamists." Hesaid that she does not recognize a difference between Islamic extremists and all Muslims.
Ms. Geller answered criticism against her in an email to VOA.
She wrote that, "It is not bigotry to stand up for the freedom of speech and the freedom ofexpression against those who would violently suppress it," she wrote. "The ADL apparentlyprefers submission in the face of violent threats to standing up for the liberty and dignity ofthe individual."
The non-profit Southern Poverty Law Center has also condemned Ms. Geller's group.
In 2010, the American Freedom Defense Initiative campaigned against a proposed Islamiccommunity center near the former World Trade Center towers in New York City. Terrorists withties to al-Qaida destroyed the towers in 2001. The community center was never built.
On Tuesday, the Islamic State militant group claimed responsibility for the attack Sunday. Therewas no immediate comment from U.S. officials on the group's claim.

He has denounced PresidentObama's health care law, also known as "Obamacare." He compared it to slavery. And in arecent interview he said homosexuality is voluntary.

Also this week, Carly Fiorina became the first Republican woman to enter the 2016 race. Sheonce headed the computer company Hewlett-Packard. She says her knowledge about thebusiness world makes her different than the rest of the candidates. She has been very criticalof the other woman running for president: Democratic candidate Hillary Clinton. Ms. Fiorinaquestions some of Ms. Clinton's actions while she was U.S. secretary of state.
Mike Huckabee
Mike Huckabee announced on Tuesday that he is running for president again. Mr. Huckabee isboth a Baptist preacher and a former governor of the state of Arkansas. When he first ran, in2008, he won the Iowa caucus. Mr. Huckabee brings to the race a social conservative viewthat is popular with evangelical Christians: he opposes abortion and gay marriage. Although hewon eight state primaries in 2008, Mr. Huckabee eventually ran out of money. At the time,analysts said he had trouble reaching beyond social conservatives in the Republican party. Theynow say that Mr. Huckabee and the other Republican candidates will talk about national securityand foreign policy issues.
Ford O'Connell is a Republican strategist.
"I think when all is said and done and we get to the general election in 2016, you're going tohave three issues: economic mobility, jobs and national security. And while they do overlap,the ability for Republicans to distinguish themselves with the Republican primary on nationalsecurity is going to be very, very important."
Early public opinion studies show two Republicans who have not officially entered the race havestrong support. Former Florida Governor Jeb Bush is leading in the early polls. The chief prosecutor in the eastern U.S. city of Baltimore, Maryland has announced charges against six police officers in the case of the death of a 25-year-old black man. Freddie Gray died in the hospital April 19th, a week after he was arrested.
On Friday, State's Attorney Marilyn Mosby said there is probable cause to bring criminal charges against the officers involved in the arrest. She said the state medical examiner's office had ruled that Mr. Gray's death was a homicide. Also on Friday, that office said it had sent its report on the examination of Mr. Gray's body -- called an autopsy -- to the state's attorney.
Ms. Mosby said Mr. Gray received a severe neck injury while being transported in a police vehicle after his arrest. She said he was not secured in the vehicle as he should have been. Earlier in the week, police admitted that Mr. Gray had not been secured in the van, an action that violates the department's rules.
Ms. Mosby also said officers did not seek medical assistance although Mr. Gray said he needed it. And she said the knife found on Mr. Gray was legal for him to be carrying. The Baltimore Sun newspaper reports she told Mr. Gray's family that "no one is above the law." It also said Ms. Mosby believes Mr. Gray was "improperly arrested" because police had no legal reason to detain him.
Charges against the officers include involuntary manslaughter, assault, misconduct and false imprisonment. The driver of the police vehicle faces second-degree murder and five other charges.
Police gave their report on the case to the state's attorney's office on Thursday. That was one day earlier than the time limit police had set. The findings of the internal investigation have not been made public.
Officials, citizen groups and others continue to work to restore calm to the city. For now, people are not permitted to be outside from 10 o'clock at night to five o'clock in the morning. Officials say this curfew will likely last a few more days. The streets have been mostly empty during the curfew, and the city has been mostly calm since the riots on Monday.
Thousands of members of the Maryland National Guard, and police from Baltimore, the state of Maryland and other areas are patrolling the streets during the day and at night.
The case of Freddie Gray in Baltimore has influenced demonstrations in other parts of the country, including Boston, Cincinnati, New York, Washington and Philadelphia. Activists demonstrating in support of labor and immigrant rights on May 1 have added tensions with police to their message.
Calls for returning order to Baltimore
Many people have condemned the actions of those who rioted on Monday. But they say that in addition to returning order to the city, officials must deal with the reasons people are angry with police.
Gerald Miller lives in Baltimore.
"Baltimore will recover. I think we will recover. Sure, sure, but it's gonna to take, you know, people getting involved, getting in the trenches not just in behind, you know a lectern, or when the camera's on, or whatever, you gotta get down here in it with the people. This is where the people are. This is where they're hurtin'."
Cynthia Green also lives in the city.
"My heart is heavy for the, the people of Baltimore, for this community, and all the other communities. And I'm sad for the young people that got up caught up in all of this."
Stephanie Rawlings-Blake is the mayor of Baltimore. She spoke to residents on Tuesday, after the rioting.
"We saw people coming together to reclaim our city, to clean our city and to help heal our city. I think this can be our defining moment and not the darkest days that we saw yesterday."
People had gathered peacefully for days demanding to know why Mr. Gray died. The violence began after the funeral for Mr. Gray on Monday. Police say members of criminal groups joined the protestors. They say they did not expect that would happen.
Officer Eric Kowalczyk is a spokesman for the Baltimore police. On Tuesday, he told reporters that police were expecting most of those who would gather after the funeral would be students.
"When we deployed our officers yesterday, we were deploying for a high school event. I don't think that there is anyone in the country that would expect us to deploy automatic weapons and armored vehicles to an event with 13, 14- and 15-year-olds."
After the violence on Monday, Maryland Governor Larry Hogan declared a state of emergency. He moved his office and his top aides to the city.
After the rioting, President Barack Obama said police cannot solve the problems in Baltimore by themselves.
"We can't just leave it to the police. I think there are police departments that have to do some soul searching. I think there are some communities that have to do some soul searching. But I think we as a country have to do some soul searching."
The president said rioting is not the same as protesting. And he said those who caused destruction must be punished.
Later the president said it is important that the truth comes out about what happened to Mr. Gray. He also noted that the individuals who are charged should receive fair treatment. Mr. Obama said the Justice Department and new U.S. Attorney General Loretta Lynch are communicating with Baltimore officials to offer help if needed.
Many of the protesters say they are angry about what they believe is continuing poor treatment of blacks by the police and what they say is the unwillingness of city officials to do anything about it. And they say there is little economic power in black neighborhoods. They say that has been a problem for many years.

Iran releases seized Maersk vessel
Iran's official IRNA news agency reported that its government released the Maersk Tigris cargoship today.
On April 28, Iranian forces seized the ship in the Strait of Hormuz. The seizure followed a legalcomplaint from a private Iranian company.
The incident took place while Iran and the U.S. are negotiating Iran's nuclear program andinternational economic restrictions. At the same time, the U.S. is supporting Saudi Arabia in itsair campaign against Iranian-backed rebels in Yemen.
After the Maersk seizure, the U.S. announced that its Navy will escort all U.S.-registeredvessels through the Strait of Hormuz.
The strait is the path for one-fifth of the world's oil transport.
