This year’s World No Tobacco Day comes at a time when the tobacco industry is taking ever more aggressive steps to undermine efforts to reduce the global menace of tobacco. While governments and the international health community try to implement effective measures to contain tobacco use and protect the health of people, their efforts are being aggressively opposed by an industry whose products kill people.

Tobacco kills by causing cancer, heart disease and respiratory diseases. It is one of the leading preventable risk factors for non-communicable diseases. Every year, about 5 million people die because they use tobacco. Another 600,000 people die from exposure to second-hand smoke.
吸煙會導致癌癥、心臟疾病和呼吸系統(tǒng)疾病,因而危害人的生命。它是引發(fā)非傳染性疾病的可預防的主要風險因素之一。每年,大約500萬人因吸煙而死亡,另有60萬人死于被動吸煙。
Tobacco takes a pervasive, heavy toll. It hinders development and worsens poverty. Tobacco and poverty create a vicious circle since it is the poor who smoke most and bear the brunt of the economic and disease burden of tobacco use. Money spent on tobacco cannot be used to pay for food, education and health care. And tobacco use is growing fastest in low-income countries that are least equipped to deal with its consequences.

The world has established effective tools to fight tobacco use and protect public health policies from being diluted by the tobacco industry. The World Health Organization Framework Convention on Tobacco Control -- with 174 Parties -- became one of the most rapidly embraced treaties in United Nations history after it entered into force in 2005. In the Political Declaration adopted at the High Level Meeting on Noncommunicable Diseases last year, the international community reiterated its determination to reduce tobacco consumption and availability.
全世界已建立了有效工具,阻止吸煙行為,防止公共衛(wèi)生政策被煙草業(yè)削弱。世界衛(wèi)生組織《煙草控制框架公約》于2005年生效,現(xiàn)已有174個締約國,使之成為聯(lián)合國歷史上得到最迅速接受的條約之一。在去年召開的非傳染性疾病高級別會議通過的《政治宣言》中,國際社會重申,堅決努力減少煙草消費和供應。
Tobacco control is essential to achieving our global development goals. If we do not step up our efforts to control it, tobacco could kill up to one billion people this century. The interests of the tobacco industry and of public health are directly opposed. Since the Framework Convention came into force the tobacco industry has been battling against protective measures with no thought for peoples’ health. But we are making progress. Some countries have reduced smoking by up to 25 per cent within only three years from implementing strong tobacco control measures in line with the Framework Convention.
煙草管制對實現(xiàn)全球發(fā)展目標至關(guān)重要。如果我們不加緊努力實行管制,在本世紀煙草將導致10億人死亡。煙草業(yè)與公共衛(wèi)生之間存在著利益沖突。《框架公約》生效以來,煙草行業(yè)一直不顧人民的健康,抵制各種保護措施。但我們正在取得進展。一些國家根據(jù)《框架公約》要求,采取了強有力的煙草管制措施,在短短三年時間里,使吸煙人數(shù)減少了25%。
On this observance of World No Tobacco Day, I urge all governments and civil society to prevent the tobacco industry from derailing the implementation of the Framework Convention. Let us resist the industry’s attacks and pursue our vision of a tobacco-free world.

This year’s observance of World No Tobacco Day focuses on “Gender and tobacco, with an emphasis on marketing to women”.

Although fewer than 1 out of 10 women are smokers, that still adds up to an estimated 200 million women around the world. Moreover, that number could grow, since the tobacco industry is spending heavily on advertisements that target women and associate tobacco use with beauty and liberation.
雖然只有不到十分之一的女性吸煙,但這仍使全世界女煙民人數(shù)近達兩億。而且,由于煙草企業(yè)花巨資制作針對女性的廣告,將煙草與美麗和婦女解 放掛鉤,這一數(shù)字還有可能增長。
According to a recent study by the World Health Organization (WHO), the number of girls and boys who smoked was about equal in half the 151 countries surveyed. This finding is even more worrisome since young people who smoke are likely to continue in adulthood.
世界衛(wèi)生組織近期對151個國家的調(diào)查顯示,有一半國家,男孩和女孩的吸煙人數(shù)不相上下。由于青少年在成年后很可能繼續(xù)吸煙,這一結(jié)果越發(fā) 令人擔憂。
Evidence indicates that the prevalence rate of tobacco use among women is on the rise in some countries. Governments everywhere must take action to protect women from tobacco advertising, promotion and sponsorship, as stipulated in the WHO Framework Convention on Tobacco Control.

The Convention also calls on Governments to protect women from second-hand tobacco smoke — especially in countries where women feel powerless to protect themselves and their children. As WHO data show, of the 430,000 adults who die each year from second-hand smoke, nearly two thirds are women.

Around the world, more than 1.5 million women die each year from tobacco use. Most of these deaths occur in low- and middle-income countries. Without concerted action, that number could rise to 2.5 million women by the year 2030.

We must turn back the global tobacco epidemic. On World No Tobacco Day, I urge all Governments to address this public health threat. Tobacco use is not stylish or empowering. It is ugly and deadly.

Cigarettes and other tobacco products kill almost 6 million people every year. Sustainable Development Goal 3 aims to “ensure healthy lives and promote well-being for all at all ages”. As part of that approach, Governments have committed to strengthen the implementation of the World Health Organization (WHO) Framework Convention on Tobacco Control in all countries to reduce the proportion of people who use tobacco.
香煙和其他煙草產(chǎn)品每年導致近600萬人死亡。可持續(xù)發(fā)展目標3力求“讓不同年齡段的所有人都過上健康生活,促進其福祉”。作為實現(xiàn)該目標的一項措施,各國政府已承諾在所有國家加強對《世界衛(wèi)生組織煙草控制框架公約》的執(zhí)行力度,減少煙草使用者占總?cè)丝诘谋壤?/p>
On World No Tobacco Day 2016, the United Nations is lending its support to one simple measure with proven effectiveness in reducing demand: the plain packaging of tobacco products. As laid out in the United Nations tobacco control treaty, this entails restricting or prohibiting the use of logos, colours, brand images or any promotional information other than brand and product names displayed in a standard colour and font.
2016年世界無煙日,聯(lián)合國正在支持一種已證明能有效減少煙草需求的簡單措施,即煙草產(chǎn)品平裝化。如聯(lián)合國煙草控制公約所述,此舉包括限制或禁止使用標識、顏色、品牌形象或任何其他有宣傳作用的信息,而僅以標準顏色和字體顯示品牌和品名。
Tobacco use is one of the largest causes of preventable non-communicable diseases, including cancers, heart and lung disease. It also diverts valuable household income. Plain packaging reduces the attractiveness of tobacco products, restricts tobacco advertising and promotion, limits misleading labeling, and increases the effectiveness of health warnings.
吸煙是導致癌癥、心臟病、肺病等可預防非傳染性疾病的罪魁禍首之一,也占用了寶貴的家庭收入。平裝化能減弱煙草產(chǎn)品的吸引力,限制煙草廣告和推銷,限制誤導性標簽,并能增強健康警告的效果。
On this World No Tobacco Day, I call on Governments around the world to get ready for plain packaging.
值此世界無煙日,我呼吁世界各國政府為煙草產(chǎn)品平裝化作好準備。
