摘   要
本文主要研究如何利用雙層模型來研究收費(fèi)高速公路網(wǎng)的入口流量控制問題。其目的是為了避免高速公路網(wǎng)發(fā)生交通擁擠,提高高速公路網(wǎng)的使用效率及實(shí)現(xiàn)社會(huì)效益的最大化,同時(shí)考慮道路使用者根據(jù)出行成本最小而做出的路徑選擇行為。
本文首先簡要地回顧了交通分配模型及其求解算法,交通控制方法及聯(lián)網(wǎng)收費(fèi)系統(tǒng)。接著,本文考慮了路網(wǎng)管理者和用戶在入口流量控制問題上的關(guān)系與各自的目的,建立雙層規(guī)劃模型來研究收費(fèi)高速公路網(wǎng)入口流量控制問題,其上層規(guī)劃問題描述了管理者對路網(wǎng)入口流量限制行為,下層規(guī)劃問題可以看作用戶對上層策略響應(yīng)的路徑選擇行為,這可以采用基于聯(lián)網(wǎng)收費(fèi)道路網(wǎng)的入出口點(diǎn)收給的單車型多準(zhǔn)則固定需求下的用戶均衡模型來描述。本文提出了遺傳算法(GA)和 Alopex算法相結(jié)合的混合算法——GAA算法來求解雙層規(guī)劃模型。
本文最后給出1個(gè)算例,用GAA算法計(jì)算固定需求下的各收費(fèi)站入口進(jìn)入高速公路網(wǎng)的流量。

Abstract
The dissertation attempts to control inflow in expressway network based on bi-level programming model.the aim is to avoid traffic congestion in expressway network and improve the utilities of expressway network and realize maximum of social welfare and take users’ route choice in response to strategy the upper-level problem carries out who want their travel cost as little as possible.
    At first,the dissertation simply reviews the traffic assignment problem and its solution strategies, solution algorithms of bi-level programming mode at present and traffic control methods. Then the dissertation considers the relation and intention of manager and users in the programming model to solve the problem of freeway network,and builds the bi-level programming model to solve the problem of freeway inflow control,The upper-level problem represents the behavior of manager,and the lower-level represents the users’ travel choices. So we propose vehicle and molto-criteria network equilibrium models with entry-exit based on all road of the network to describe route choice of users, namely user equilibrium model with fixed demand.Bi-level programming problems are generally difficult to solve,so we put forward a new algorithm named GAA algorithm combining the genetic algorithm and Alopex algorithm.
   At last,This article finally produces to calculate the example,enters the high speed highway network with the GAA algorithm computation fixed demand under each charge station the current capacity.
