陜西省高新技術產(chǎn)業(yè)集群化發(fā)展的對策研究
摘要： 2次世界大戰(zhàn)后,伴隨著高新技術的飛速發(fā)展,世界上許多國家實現(xiàn)了社會經(jīng)濟的跨越式發(fā)展。從各國發(fā)展高新技術產(chǎn)業(yè)狀況來看,集群化的發(fā)展模式成為了1種趨勢。有鑒于此,各國不約而同的把產(chǎn)業(yè)集群化發(fā)展模式引入到規(guī)劃中,也取得了非常大的成績。本文應用產(chǎn)業(yè)集群理論分析陜西省高新技術產(chǎn)業(yè)發(fā)展現(xiàn)狀，并提出推進陜西省高新技術產(chǎn)業(yè)健康發(fā)展的對策。論文首先解釋高新技術產(chǎn)業(yè)集群的概念，介紹國內(nèi)外關于集群理論的相關應用研究。接下來，對陜西省高新技術產(chǎn)業(yè)的現(xiàn)狀及特點進行了分析和總結，指出陜西省高新技術產(chǎn)業(yè)呈現(xiàn)3大特點:地理上的集中性、專業(yè)化特性以及擁有比較深厚的根植性文化。這些特點表明陜西省高新技術產(chǎn)業(yè)的發(fā)展已經(jīng)呈現(xiàn)出集群化發(fā)展的雛形。論文的核心部分從產(chǎn)業(yè)集群的角度分析陜西省高新技術產(chǎn)業(yè)發(fā)展中的1些主要問題。主要包括集群發(fā)展基礎條件及創(chuàng)新機制分析。在上述分析的基礎上從優(yōu)化產(chǎn)業(yè)布局、提高科技創(chuàng)新能力和完善產(chǎn)業(yè)環(huán)境體系建設方面提出了陜西省高新技術產(chǎn)業(yè)集群化發(fā)展的對策建議。

Countermeasures research on the development of high-tech industry clusters in Shanxi Province
Abstract: After the world warII. With the high-tech rapid development, Many of countries have achieved socio-economic high-speed development. From the development of high-tech industry situation, The clusters development has become a trend. In view of this, all at the same time their property cluster development model introduced to the planning and has scored great achievements. This article analyzes the present situation of the high-tech industry of Shanxi Province by using the theory of industry cluster ,and proposed some development policies healthy development of the high-tech industry of Shanxi Province. First, the article explains the concept of Clusters of high-tech industries, introduces some relevant applying studies of the industry cluster theories, Then, the paper analyzes and summarizes the basic terms, the general development situation and the features of the high-tech industries of Shan xi province. So shows that the hi-tech industry of Shanxi province demonstrates three major characteristics: concentrating on geography, specialization characteristic and relatively deep cultural implanting. These characteristics indicate that the development of hi-tech industry in Shan xi province has been on the elementary stage of cluster form. In the core part of this paper, some problems of Shanxi high-tech industry are analyzed on the basis of industry cluster theory, which include the Infrastructure development and in novative behavior analysis. On the basis of previous analysis, the paper brings out some policies and suggestions for the healthy development of high-tech industry in Shanxi province. The policies and suggestions mainly come from three aspects. The first is that optimize the industrial layout;the second is that the raise the scientific and technological innovation capability;the third is that improving industry environment system.
