WTO背景下,我國國有商業(yè)銀行發(fā)展中的問題分析及對策研究
摘要：中國加入 WTO 后，按照開放銀行業(yè)的承諾，對外資銀行在經(jīng)營業(yè)務(wù)和設(shè)立地域等方面的限制正在逐步取消，這將促進銀行業(yè)服務(wù)市場的飛速發(fā)展，同時也使中資銀行面臨激烈的競爭和市場挑戰(zhàn)。因此，中資銀行如何贏得挑戰(zhàn)，提高自己的競爭力就成為1個異常迫切的問題，本文試圖對這個現(xiàn)實問題做出回答。本文建立于對中外資銀行現(xiàn)實情況的分析基礎(chǔ)上，通過對我國國有商業(yè)銀行、外資銀行的進行比較分析，總結(jié)了國有商業(yè)銀行的優(yōu)、劣勢，詳細分析了我國國有商業(yè)銀行所面臨的機遇及威脅，并且從國有商業(yè)銀行股份制改革的現(xiàn)實基礎(chǔ)出發(fā)，提出了提高國有商業(yè)銀行競爭力的對策。作者總結(jié)了國有商業(yè)銀行加入WTO后5年過渡期內(nèi)在股改中取得的成績，分析了國有商業(yè)銀行的不足，并重點提出了轉(zhuǎn)變經(jīng)營理念，完善經(jīng)營管理機制方面的實施建議。作者還就中國銀行業(yè)的外部環(huán)境因素做了具體分析，指出在法律、銀行從業(yè)制度等不斷改革的形勢下，我們應(yīng)大力發(fā)展國有商業(yè)銀行的中間業(yè)務(wù)，并且給出了發(fā)展中間業(yè)務(wù)的具體建議。

Under the Background of WTO, the Problem Analysis and the Countermeasure Research in the Development of Our State-owned Commercial Banks
Abstract：After China joined WTO, according to the promise of open bank field, the restriction for the bank of foreign capital, which mainly focus on managing commercial and region of establishment and etc, is canceling step by step, this will promote the development of bank service market fast, meantime it also make Sino commercial banks face with intense competition and challenge of market. Therefore, how the Sino commercial bank win the challenge, improving ones owned competitiveness becomes an unusually urgent and serious problem, the paper attempts to answer this realistic circumstance.This paper is based on the analyzing of the reality of banks both domestic and abroad ,through the analysis and comparison between China’s state-owned commercial banks and foreign capital banks ,it summarizes the advantages and disadvantages of China’s state-owned commercial banks ,analyzes the opportunities and threats of Chinas state-owned commercial banks in detail, also, it takes state-owned commercial bank joint-stock reform as a starting point, put forward the countermeasure for the competitive ability enhancing of China’s state-owned commercial banks .The authors summarizes the achievements of state-owned commercial banks in the shareholding system reform during a five-year interim after China’s entry into the WTO ,analyzes the weak points of state-owned commercial banks, advances implementing recommendations of changing operation philosophy and perfecting management mechanism .The author also analyzes the external environment of China banking in detail, and points out in this situation of quick reforming in law and banking employment system, we should make great efforts to develop agency operation of state-owned commercial banks , gives the specific suggestions of developing agency business.
